Hall bought the eastern half of Payne-Phalen and ten-acre blocks three miles from St. Paul in Ramsey County, and he lived in the county from 1854 until his death in the 1870s.
Before his arrival he lived in Anne Arundel County, Maryland. He inherited slaves during his childhood and collected money on them well into his adult years.
